Competitor is improperly claiming a trademark.?

One of my business competitors is placing a TM symbol on a phrase that he has definitely not trademarked. He has submitted no application, and the phrase is actually trademarked by other companies in other related industries. Given that this competitor is unethical and won't stop using the TM notice, to which organizations should I raise this issue to?
