Why wouldn't the Conservatives be prepared to have electoral reform?

They have a fantastic opportunity to do a deal with Nick Clegg and the Lib Dems. They haven't been in power for 13 years so why won't they be prepared to to give into the Liberal Democrats on electoral reform?
