Saints Row 2.... How do i ?

Iv completed all the mission's on Saints Row 2 and even the secret mission were you have to find Julius, but i still don't understand why the whole city hasn't turned purple, for example. The Ulter district is still wight. Why hasn't it turned purple. is there another secret mission that i haven't found yet ! Can somebody please help. Thanx : )
